設立の背景
ブロモカーボン協議会は、臭素系洗浄剤の主成分、“１－ブロモプロパン”を対象とし、２０１６年１２月６日に設立されました。 臭素系溶剤は、金属洗浄 （主に機械および精密機械の部品、メッキの前洗浄など）に適し、医農薬中間体製造など多分野で使用され、塩素系溶剤の一部代替え溶媒として注目されその消費量は急激に拡大しました。
市場では、オゾン層破壊物質全廃と地球環境保護が有機溶剤選定の最低条件となります。しかし、臭素系溶媒の唯一懸念点は、作業環境での作業員のばく露が健康保護の観点がクローズアップされています。
現状では、労働安全衛生法施行令の別表第９に６４０物質に新たに“１－ブロモプロパン”を含む２７物質が追加され、現場での適正使用、並びにリスクアセスメントの実施が必要となり、それらの推進（助言や指導を含む）、情報の共有化を目的に、ブロモカーボン協議会が設立されました。
設立の目的
現在、使用制限も管理濃度の法的な規制が無い“１－ブロモプロパン”について、管理面などの規制が万が一決められても、現場で継続して使用されるように、この度、製造および取扱い事業者、洗浄機および周辺装置メーカー、販売に携わる代理店などが一同に集結し、事前に共同して協議する事により、さまざまな憶測の情報に惑わされることなく、ユーザー様各位に安心して御使用いただく為に、規制値検討の前段階で良い提案ができる事を責務としています。
将来は、適正な管理濃度の設定により、蒸気洗浄の分野で“１－ブロモプロパン”が良溶剤として継続的に使用される事を視野にいれ活動いたします。市場に対する活動は、市場調査や作業者の暴露保護の観点から既存エンジニアリングの対応限界の見極めと、今後の対応可能な改善を含め、意見交換を行います。
協議会の参加者は、内部、外部に対して見解を発信すると共に、日本の洗浄産業の更なる発展に貢献いたします。 ブロモカーボン協議会は、更なるご賛同が得られるよう全ての洗浄に携わる関係者にご参加を呼び掛けています。また、国際臭素協議会であるＢＳＥＦ Japan（ビーセフ ジャパン）のプログラム・ディレクターをアドバイザーとしてお招きし、今後の活動をより活発化させます。更なる発展と今後の活動にご協力いただけますよう、ご支援をお願い申し上げます。
組織の概要
協議会は、２部に分かれており、アカデミックパート（ｎＰＢの各毒性に関するレビュー、文献調査と提案）、マーケットパート（市場に対するアクション、指導や調査）で構成されています。
Background and purpose of the establishment
The Bromo Carbon Association was established on December 6, 2016 with regard to “1-bromopropane”, a main component of bromine-based cleaning agents. Brominated solvents, which are suitable for metal cleaning (e.g. washing of mechanical and precision mechanical parts, preliminary washing for plate processing), have been used in various areas, including pharmaceutical/agrochemical intermediate manufacturing. Since they gained the spotlight as one of solvents that could be substituted for chlorinated solvents、their consumption has rapidly increased.
In order to be accepted into the market as organic solvents, products need to give full consideration to total elimination of ozone-depleting substances and global environment conservation. However, the only concern about brominated solvents is the risk to workers from exposure to solvents that can cause health problems, which comes under close scrutiny.
Following the addition of 27 substances, including “1-bromopropane”, to 640 substances listed in Appended Table 9 of the Order for Enforcement of the Industrial Safety and Health Act, there is an increasing need for proper use of such substances at the field site and risk assessment. The Bromo Carbon Association was established with the goal of promoting the use of those substances (including provision of advice and guidance) and ensuring information sharing.
In the meantime, “1-bromopropane” has not yet faced any legal restrictions on control concentration, including usage restrictions. Even after any restrictions on its handling etc. are established, it is vital to ensure continued use at the field site. The council aims to provide an opportunity for all parties concerned, including substance manufacturers and suppliers, cleaning machine and peripheral device manufacturers, and sales agencies, to gather to discuss in advance and to enable users to use the substance without feeling anxious and getting confused with speculative information. We are responsible for making practical proposals before determining regulatory values.
In the future, we will focus on establishment of proper control concentration so as to ensure continued use of “1-bromopropane” as a good solvent in vapor washing. As activities for the market, we try to clarify the limits of measures based on the existing engineering from a standpoint of market surveys and protection of workers from exposure, and to foster the exchange of opinions, including feasible improvements.
The members of the council are ready to convey their views both inside and outside the organization and to contribute to further development in Japan’s cleaning industry. The Bromo Carbon Association is calling for the participation of those engaged in all kinds of cleaning business in order to obtain broader support. We also intend to intensify our activities in the future by inviting The Program Director from BSEF Japan (International Bromine Council) as an advisor. Outline of organization
The association consists of two parts: Academic Part (review on toxicity of 1-BP、bibliographic surveys, and proposals); and Market Part (actions for markets, guidance, and surveys).
